Control room design This Technical Measures Document refers to codes, standards and best practice applicable to the design of control rooms. General principles There are two major aspects of control room design that should be taken into account in the Safety Report these are: the suitability of the structure of the control room to withstand possible major hazards events; and the layout of control rooms and the arrangement of panels, VDUs etc to ensure effective ergonomic operation of the plant in normal circumstances and in an emergency. Control room structure For large plants, control rooms are likely to be situated in separate buildings away from the process plant which they serve. For medium or small plants control rooms may be within the plant building or control panels may be located local to the plant. Whatever the location, control rooms should be designed to ensure that the risks to the occupants of the control room are within acceptable limits and that it is suitable for the purposes of maintaining plant control, should the emergency response plan require it, following any foreseeable, undesirable event within the plant.

Metrics details. Energy providers face several technical and societal challenges with respect to renewable energies and smart energy systems. As central management units of energy supply systems, control rooms and their operators are especially affected by those changes. While reliability and safety of software systems for managing electric power grids is of utmost importance, their usability has to be ensured as well in order to allow for safe and efficient operations. Previous work has failed to address issues of work reengineering and user interface design for future smart energy control rooms due to insufficient collaboration of human-computer interaction researchers, energy informatics researchers and energy sector stakeholders. This paper describes challenges and approaches for ensuring usability of future smart energy control room systems.

The activity of the operator of the electrical power control centers is the prevention of incidents and errors that disrupt the operation of the electrical system. They have to do it by mobilizing knowledge and reasoning for which they have received training, which from the point of view of the existing rules are adequate. However, there are some factors that need to be improved, because there are still accidents and incidents, caused manly caused by fatigue, lack of concentration or due to inadequacy of human Computer Interface. In recent years, the work in engine control rooms ECRs onboard ships is becoming increasingly demanding and complex due to growing presence of modern information technology IT applications introduced in a problem-patching fashion. Previous studies about ECRs discussed the design issues associated with physical and cognitive ergonomics and lack of regulatory support. This paper has re-examined a design case in an ECR on a merchant ship and discussed the potential of a service-oriented architectural approach to manage emerging unruly technologies and integrate distributed resources in the maritime human-technology system. An EU project was introduced to illustrate the value of this design approach. Confronted with the complexity issues residing in a sociotechnical system like the ECR, this conceptual paper suggests a shift of focus from patching individual problems locally to a holistic systems perspective on the maritime eco-system development, which would likely require more collaborative efforts of various maritime stakeholders in practice. Certain extent of mandatory standardization for deploying and managing information systems is considered to be critical in these collaborative endeavors. While the challenges exist in other domains, this paper focuses on the engine control room ECR onboard ships.
